Community Engagement Request: Feline Freerolls (Poker Nights).

After all the discussion around this proposal (S/o to those who participate in #poker-proposal) we are finally ready to put this throw a vote.

This proposal asks the DAO for a budget of for UP TO 45 $APE tokens per week/tournament + a Shirt.

This quantities are the MAX prizes that are distributed if a Cat holder wins. If a non holder wins, the prizes distributed are significantly lower.

Anyone can participate in the weekly game and there are no buy ins and/or cash equivalencies for prizes. This is not a gambling event.

Here is an example of how prizes would be distributed:
1st place - 30 ApeCoins (holders), 10 ApeCoins (non-holders)
2nd place - 15 ApeCoins (holders), 5 ApeCoins (non-holders)
3rd place - free t-shirt (holders only)

TDLR:
Approving this proposal lets the DAO spend UP TO 45 $APE tokens and send to a 3rd place holder a free shirt per week. 
Based on the above the DAO requests approval on a monthly budget to manage the Poker of roughly between 1100$ - 1350$ (depending if we have 4 or 5 weekends/tournaments per month). In the event budget strays from this approved range a new budget will be proposed.
