[Test Objection Vote] Committee Process Definition

This proposal seeks approval for a committee process update under the committee's existing mandate. It does not involve any on-chain actions.

The proposed changes do not expand the committee’s mandate and are limited to clarifying procedures within the scope of the existing mandate.

This is an objection-based vote. If objections raised during the voting period do not exceed the predefined threshold (5K LDO for proposals in the test space), the updated process will be considered approved.
