N3GOV-53 Disable Voting for Citizens With Expired Passports

Currently, 25% of the Nation3 passports are expired: https://citizens.nation3.org/

Yet 100% of the passports can be used for voting in Snapshot.

Allowing expired passports to be used for voting will cause problems in the future because we will have to constantly reduce the quorum to be used during voting on critical decisions.

An easy solution is to require an active passport for participating in Nation3 governance.

• Active passport: >= 1.5 $veNATION
• Expired passport: < 1.5 $veNATION

This is a proposal to adjust the Nation3 Snapshot strategy so that expired passports cannot be used for voting on Nation3 proposals.
