N3GOV-59: Cap the Supply of $NATION Tokens

This is a proposal to cap the supply of $NATION tokens at 42,069.

By capping the supply, we reduce the risk of governance attacks on the DAO Critical Agent (nation3.dao.eth) involving minting of new tokens.
