N3GOV-51: Add Zaff to the Transition Committee

A temporary Transition Committee was established for ratifying N3GOV-49 (Decentralize the Nation3 Governance Structure and Launch New Experiment).

Zaff (Nation3 citizen #272) has been helping with the DAO tooling, restructuring of Discord, Guild.xyz configuration, documentation in Clarity, and planning the announcement of the publice idea competition for the new Nation3 experiment.

By adding Zaff to the Transition Committe, he will be granted access to the same systems as those of the existing Transition Committee members:

1. Discord admin
2. DAO e-mail address
3. DAO password manager
4. DAO Critical Agent multisig owner
5. GitHub organization member
6. Supabase team administrator
7. Twitter account
8. Coordinape Circle member
9. Dework manager

By adjusting the DAO Critical Agent multisig from 3/5 to 4/6, we require 66.67% voting support. This will also be a better representation of the current Nation3 Constitution:

Note: Since the whole point of N3GOV-49 is to decentralize the Nation3 governance structure, having the Transition Committee control the DAO Critical Agent contract is only a temporary measure. As soon as we have coded and deployed an Aragon OSx smart contract, the DAO Critical Agent address will be changed to the new address, and the governance power held by the Transition Committee will be dissolved.
