[dNDX Parameters] Early Withdrawal Fee Parameters

This vote is to establish the baseline withdrawal fee parameters imposed upon staked NDX if staking positions are prematurely closed.

NOTE: this value is used in combination with a fixed minimum early withdrawal fee and the maximum bonus multiplier to establish a maximum withdrawal fee imposed were you to exit your stake immediately after you entered it.

For example: an early withdrawal fee of 20% in conjunction with a 10% minimum and a 2.5x maximum bonus multiplier would lead to a maximum withdrawal fee of 10% + 20% + (20% * 2.5) = 80%, scaling down linearly to 10% over time.

The options are:

1. Min: 10%, Max Modifier: 20%
2. Min: 10%, Max Modifier: 30%
3. Reject above options

If any of the [dNDX Parameters] votes are won by 'Reject above options', deployment of the dNDX functionality will be paused and a new forum thread opened to discuss alternative options.
