Treatment of the $Cocoro donation

Recently, Own the Doge donated 75M $Cocoro tokens (7.5% of the supply) to the Neiro community multisig.

After this announcement, a large number of Neiro community members expressed that they would rather have the multisig keep the tokens for development and charity over an airdrop.

Following this sentiment, we are initiating the first ever Neiro Community DAO vote, where Neiro holders get to decide!

There are 3 options:

1. The multisig will airdrop 100% of the 75M $Cocoro tokens to Neiro holders ('Airdrop')

2. The multisig keeps 100% of the 75M $Cocoro tokens, and uses them as needed for developing the project and/or charitable initiatives ('Keep as budget')

3. A combination of the above, with some of the tokens being airdropped to Neiro holders, and some being kept by the multisig ('Mix of the above')

Depending on the option that passes, there may be a follow-up vote that will decide on specifics.
