RFF: Basecamp Evaluation Committee

Purpose of this proposal: This proposal is to seek approval from the New Order community to assemble an Evaluations Committee on behalf of the DAO, for the applications we receive for DeFi Base Camp. This Committee will serve as representatives and the first line of screening to read, vet, and perform due diligence on each team applied.

They will share the preliminary results and shortlist 30-40 eligible applications for further discussion with Outlier Ventures and the founding team. Based on the overall community feedback, we will further select 20 projects to deep dive into all the criteria for DeFi Base Camp admission, including solid founding team background, right stage for investment, current traction, potential market size, user growth, go-to-market strategy, etc, eventually arriving at 8-10 projects to admit to the DeFi Basecamp program along with Outlier Venture’s team.

Purpose of Evaluation Committee: DeFi Base Camp has received a large number of applications. The EC will represent the interest of the New Order community & New Order VentureDAO to select the most eligible team for DeFi Base Camp. It acts in the best interest of New Order VentureDAO with a mission to build in the future of DeFi that is multi-chain, permissionless, and AI/ML-driven.

The Evaluation Committee members will use their best knowledge and skills in evaluating blockchain startups to determine whether a prospective applicant is a good fit for the DeFi Base Camp.

Key Responsibilities: Members of the EC are required to use this evaluation framework matrix to score each of the applications. They are also to list out follow-up questions for each application that should be asked that have an impact on the admission decision. Their direct report is the core team members at New Order.

Requirement: This Evaluation Committee is obligated to share all its relevant findings on each application with Outlier Ventures and the New Order core team. The same findings will be shared with New Order Community with founder names and team names obfuscated to protect founding team privacy. Sharing any information regarding applications outside of New Order VentureDAO is not permitted. NDA needs to be signed before the evaluation process.

Evaluation Committee Nominees: This list contains all the nominated candidates for this Evaluation Committee. To protect the identities of the candidates, this list has been anonymized.

BlindSquirrel#0806 - They have been in the crypto space since 2017 mentoring several DeFi projects, with experience mainly in Tokenomics/Policy. Start-up mentor with Techstars last several years after building up and selling two of his own companies.

Sanchopansa#3278 - They are a machine learning expert with 15 years experience, a mathematician by training, zero-knowledge proof consultant (automatization on continuous proof generation data storage) for Filecoin, exited cofounder of a few blockchain ventures; Technical development and engineering for Tokenmak, in blockchain space as investor and developer for 5 years.

BowTiedProngHorn#2776 - They have worked as a web developer and deep learning engineer for five years. As well as current experience with solidity and blockchain development.

The above list is a recommendation for the Evaluation Committee based on the applicant’s background, knowledge of blockchain, business, and startup evaluation, level of availability, and interview performance.

After forming this committee, we will continue to engage the rest of the applicants in different capacities within the DAO. We are more than impressed with the quality of the candidates. Although we only have limited slots on the EC, we will keep all the applications on file for consideration if there is a future opening that may be a better fit.
