C&M SubDAO Budget Allocation Proposal

This Snapshot Proposal is to request NEWO budget for Community & Marketing subDAO.

The budget is $3000 in NEWO per quarter for the C&M subDAO. It can be extended up to $5000 in NEWO per quarter if there is a request to plan IRL events.
