[NIP-014] Collection Weight for Week of 28th Sep 2023

This is the first xNFTE vote to test adding gauge-like incentives - similar to Convex voting for gauge weight incentives - in the non-fungible space on NFTEarth protocol.

TBD: If it is better to be incentivizing volume of specific collections or liquidity (as measured by listings) based on vote power. Beginning with these 7 known collections on Arbitrum, please cast your vote to establish the weight for each collection's weight of the weekly incentives. Additional collections will then be able to be proposed to be added to the on-going weekly incentive weight as this process evolves over time.
