How much should the DAO allocate to the Elder Council?

In order for the Council to prepare their proposals for the first meeting, the DAO must determine how much of our liquid funds should be allocated to asset purchases.

Bear in mind that the winning amount is an initial funding of the Elder Council and we will likely need to provide them with additional liquidity in the future. That said, it is critical that we always reserve some funds in the DAO treasury for other expenses.
