[NIP-106] Increase borrow capacity for rsETH/ETH vault
We propose to increase the max borrow capacity on the rsETH/ETH vault from 750 ETH to 2000 ETH and increase the max pool share from 20% to 35%.
This reflects high demand for this strategy as well as rsETH track record of safety and liquidity.
