[NIP-6] Confirm Rashomon as treasury manager

This vote is to determine whether we should move forward with Rashomon as Notional's treasury manager. The treasury manager will execute the NOTE re-investment plan that the community has voted on in connection with the upcoming launch of the NOTE staking module.

Rashomon is an experienced portfolio manager and would bring a strong financial understanding, a record of performance, and a demonstrated interest in Notional to the treasury manager role.

The contract will run for 3 months, with compensation of $4,000 a month paid out in NOTE.
