[NIP-5] Release Candidate Notional V2.1

Upgrade Notional to Release Candidate V2.1 as described in the blog post: https://blog.notional.finance/notional-v2-1-release/

This upgrade will enable Aave v3 integration, Treasury management, a more accurate incentive emission calculation, and a more capital efficient nToken redemption. There are also a number of other minor optimzations and fixes.
