[NIP-11] Creation of Marketing Guild

Summary

This vote is to determine if budget should be allocated from the community treasury for the launch of the Notional Marketing Guild. The proposal's main aim is to grow our contributor base, better market the value of Notional’s products (initially on CT), and move us along on our path of progressive decentralization as a DAO.

Additionally, the guild provides a framework for systematizing and onboarding talented contributors to help further Notional's mission and communication goals beyond crypto Twitter.
