To use NBK to vote for new tokens to be whitelisted on NovaSwap.

This proposal, if passed, will give the community the power to decide on either or not to whitelist any tokens on NovaSwap via governance voting. We at Nova Network believe it is a good way to widen our community's relationship and integration with other projects' communities, bringing more users and members to our platforms whilst empowering NBK holders to decide on which tokens will get our 'seal of trust' on NovaSwap.
