O3 Swap to redistribute incentives in O3-pO3 pools on Metis, Celo, KCC, Astar, and Bitgert

Due to the O3-pO3 imbalance in O3-pO3 pools on Metis, Celo, KCC, Astar, and Bitgert networks, there have been reports in the O3 community of difficulty removing liquidity from pools on these networks. While O3 Swap has already proposed to deposit pO3 liquidity on these imbalanced pools (https://snapshot.org/#/o3dao.eth/proposal/0x29ef9ae8e9ac2beec2f99628aec92deb50fea3d7c497f6f874d7a8d9febb6799), we are now proposing to reduce APR in O3-pO3 pools on Metis, Celo, KCC, Astar, and Bitgert and to redistribute the incentive earnings to O3 pools on other networks.

This is to encourage liquidity providers to deposit their $O3 to more liquid chains like BNB, Ethereum, Polygon, etc. The reduced APR on Metis, Celo, KCC, Astar, and Bitgert will be equally compensated towards other pools from other networks to incentivize liquidity.
