TLDR: Should we lower the Gitcoin Passport score from 20 to 15 this round?

Details: Octant uses quadratic funding (QF) to distribute matching funds among public goods projects, where the number of donors is more influential than the total amount donated. This makes it important to prevent users from creating multiple accounts to distort community consensus.

Currently, we use Gitcoin Passport to safeguard the matching fund. Some community members faced challenges achieving a Passport score of 20, which ensures the maximum matching. In response, we're proposing to lower the required score from 20 to 15. This change balances ease of verification for new users with the increased risk of multiple accounts manipulating the results.
