OIP-21 Treasury proposal

I propose:

1. To convert the entire USDC balance (31,468.708978 USDC) of the Octo.fi's Gnosis Multisig Wallet in DAI with a swap on Uniswap v.3

2. To deposit the entire balance of DAI to https://alchemix.fi/ in order to have a credit line up to 50% for future expenses.

Note that this won't cost nothing to Octo.fi, except the time to repay the possible loan. The generated yeld on DAI deposit will pay the loan. So, this way, we will have money to spend without reduce Octo.fi treasury.
