OIP-14 Platform Fee Structure

Hey Octonauts,

We've been working on the fee structure as we intend to introduce platform fees in #Feebruary. For that structure we have devised the following fees based on the slight discount to general market in order to stay competitive.

Cost: Nil Question: Do you like the fee structure and shall we reduce the fees for OCTO Holders to zero, or is it ok for you to pay fees, as it is distributed around all holders anyway, benefiting the overall project?
