Proposal for a method to prevent meaningless proposals (spam)

There are many "proposals" that are spam asking if Ohm is going to the moon etc. I think we need to have some mechanism to prevent this. While I dont know what that mechanism would be, this proposal is to ask if the community agrees and if yes, request help to start ideating a solution
