Institute a slashing protocol for future proposals

We have too many stupid people creating pointless useless and nonsensical proposals that overload the snapshot. This means people miss actually important votes. Some people may have missed, inter alia, an airdrop because the relevant OIP was hidden amongst stupid will it go to the moon things.

I propose one of the following slashing mechanisms. Each proposal must have a "slash" choice in addition to the others. If the slash choice is voted by more than 50% of votes, then one of the following consequences: (A) the proposer must put up as collateral 1 WETH. If the proposal is slashed, this value goes to treasury. If the proposal is not slashed, but is accepted or rejected in a normal fashion, then the 1 WETH is returned. (B) the proposer must sign with their wallet an irrevocable request and consent that if the slash choice is selected to have their reproductive organs removed. Any individual enforcing this could show the wallet signature to law enforcement for grevious bodily harm to show that the castration and emasculation (let's face it, these are men proposing) was consensual and therefore should not be prosecuted.
