OIP-174: Perpetual YRF

Summary:

Do Not Disable YRF When Emissions Manager Activates

Background:

There was previous intent to disable the YRF above the Emissions Manager minimum premium of 100%. Convertible Deposits will generate perpetual external yield to be routed through the YRF.

Proposal:

Create the same YRF structure in anticipation of Convertible Deposits. The YRF is currently unaware of Emissions Manager status, so enacting this requires no changes. Guardian should simply not disable YRF upon emissions.

Motivation:

Ensure network behavior is in line with social consensus and expectations.
