Divert 30,000 DAI/Week in OHM

Summary: The commitment and quality of work that the community has been able to generate in the recent weeks has been truly impressive. As a group we have organized ourselves around projects and teams in the DAO. We propose diverting 30k DAI a week, (paid in OHM) to keep supporting the DAO. ( A 3 weeks backdated will be paid)
