OIP-7: Version 1.1

Summary: Upgrade Olympus contracts to enable new functionality and facilitate V2 features.

Background: Many potential contract improvements have become clear since we rolled out V1 at the end of March. We are currently unable to add new reserve/liquidity assets or deploy reserves, and staking rewards are preminted, creating a high total supply and FDV that freaks people out. For our V2, we also need to enable new functionality that is not currently possible.

Abstract: Implement a whole new suite of contracts. We would replace everything except for the OHM token. This new deployment can be done in parallel to existing contracts; we construct the entire new ecosystem, and kick it off by simply pointing the OHM token toward the new vault.

Motivation: Operate with improved contracts, enable new functionality, and set ourselves up for V2 and beyond.

Timeline: We are in the midst of an audit on these contracts, and hope we can deploy them as soon as Monday, May 17th.
