Protocol maintenance work, stop TokenSpender module in 2 days for few hours

As discussed in the global contributors call:

• Preparation of old suspended pools for global withdrawal phase
• Tech maintenance of existing staking pools and their parameters
• Temporary setting of the TokenSpender's whitelist to an empty array for few updates

This proposal will temporarily disable creation of new transactions for several hours, already created transactions will continue to work as intended
