Proposal: Add SafeSnap module to Opium Ecosystem

I propose to add a SafeSnap module to Opium Ecosystem gnosis safe. The SafeSnap module should have default settings similar to other DeFi projects.

Rationale

The SafeSnap module would improve the quality of SnapShot voting. It will allow proposals to be described more precisely by including the required on-chain execution params.
