OIP-5: Season 0 Goals

Goal: Clarify the intentions and success metrics of Season 0, so that our committees have the structure to have agency as soon as Season 0 starts.

Description: Our governance framework is contingent on decentralized proposals moving us towards the goals of each Season. The purpose of this proposal is to agree on the process in which goals of Season 0 will be decided. Through that process we can make our intentions clear and aligned for the whole group.

Benefits: The result of this will be that our goals are identifiable, achievable and well known within the DAO. The Committees can easily take action, and anyone can create effective proposals due to the general understanding of what is desired.
