Goal: Approve Season 5 budget which establishes funding of DAO operations and its activities for Season 5.

• Reduced USDC season top line from $623K to $580K
• PCOM Orange rates adjusted to match job descriptions
• $60K Orange for Venture Partner under DF and FS removed due to non-use
• Increased Fellowship $USDC budget based on OF3 actuals
• Moved Marketing expense under Fellowship
• Removed Bank of Orange and Head of Ecosystems
