Create a $1M bounty pool for developers?

I’d like to propose that we create a $1M bounty pool for incentivizing developer contributions. These bounties would be voted on via OGN governance but managed using Gitcoin. Rewards would be paid out in either OGN or OUSD.

Some of the types of contributions we’d like to encourage are building out third-party integrations for OUSD (for example, a Gnosis Safe integration) or bug fixes and new features for Dshop.
