CIP024 - Migrate MAI/USDC Liquidity to Dystopia

With the Dystopia launch, the MAI/USDC pair is currently earning about 300% APY. We all know that won't last, but if we move quickly we can earn as much on Dystopia in 3 days as we would in QiDAO for months or even years. In addition, because we are on a more level playing field in terms of voting power on Dystopia, we have the opportunity to have much more influence in the ecosystem if we can keep pace. This is a great way to do just that.

Not only that, because QiDAO and Tetu have a heavy presence on Dystopia, the trading fees should be a good deal higher than what we are currently earning, even after the APY drops to something more normal.

Seems like a win/win/win.
