CIP015 - Yield Farm ETH deposited into Otter Treasury from NFT mints

Goal Put new ETH from NFT mints to use earning yields

Motivation We can expect at least some ETH in the treasury once NFTs drop, although the majority of the mints and customizations should be burnt CLAM. Instead of letting the ETH stagnate in the treasury, we should put it to use. There have been several directions proposed:

VOTE 1.) Convert it to the ETH/MATIC dual mining LP to earn dQUICK and MATIC: -> Current APY is about 20% -> The farmed dQUICK could be put to use as set forth in CIP-012 -> The farmed MATIC could be converted to MATIC/QI as set forth in CIP-013

2.) Convert ETH to ETH/USDC. DEX to be used can be determined later.
