CIP002 - Warmup Adjustment

Summary: Currently we have 2 epoch warmup to prevent user gaming the rebase system by purchasing the CLAM before rebase and dump it later. But, this also create confusion to the new users. This vote is for keep or remove the warmup from staking contract.

1. Keep the warmup
2. Remove the warmup
