CIP045 - Repurpose CLAM/MAI LP on Penrose

Our CLAM/MAI liquidity is doing almost nothing for us on Penrose at this time. The new direction being suggested is to toss the CLAM into our treasury for safekeeping at this time. We will then take the MAI portion and use it in OttoKing's ETS strategy on KyberSwap, which currently yields quite a bit more than stablecoin farming with most of the security.
