CIP054 - Invest in wMEMO LP on Avalanche

This proposal is to invest up to $200K of stables in Wonderland DAO, specifically a single stake of wMEMO.

wMEMO has been steadily climbing in price since August, contrary to the market. It is currently right around it's liquid backing price, and 10% below it's full backing price.

Wonderland has a $131M warchest of mostly stablecoins, and have only recently begun farming them. They voted to put 75% of revenue back into the treasury, which raises the backing price consistently. The other 25% goes to stakers, which is producing about 10% APR annually, paid in USDC.e.

This token has gone from an OHM fork (and the ridiculous APY that we're all familiar with), to one of the safest tokenomics models in DeFi. If purchased below backing, it's a relatively safe bet, has competitive stablecoin-ish yields, and has price upside.

The proposal is to invest $125k now, and keep $75k in reserve in case of a dip, which could happen before the market reversal. When the reversal happens, wMEMO is sure to be trading at a large premium and we can always take profits at that time.
