Increase Quorum from 10M veOGV

This proposal is to increase the veOGV required to establish a quorum for voting on proposals that effect changes to the DAO. As many of us hold veOGV larger than the current minimum required for quorum (10M), that minimum number of veOGV required has become obsolete in providing sufficient representation of necessary voters to reach a quorum. With the number of voting addresses growing in activity and participation it is naturally time to increase the minimum quorum.

This proposal aims to re-establish an effective and current minimum quorum protocol for veOGV voters and delegators.
