Summary
This proposal seeks community approval to establish the PACT Community Rewards Committee, which will be responsible for distributing 1 billion PACT tokens to support ambassador programs, online community engagement, airdrops, Learn & Earn initiatives, and other strategic growth efforts.
The committee will have the authority to distribute PACT tokens from the pre-approved grants allocation wallet (celo: 0xB2C674EFad8601C51bA6B7350d153F872fE5c160).
To ensure transparency and accountability, the committee will operate as a multi-signature (multi-sig) wallet, requiring 2 out of 3 signers to approve any distribution.
Rationale
This is PACT’s first grant committee, and its primary goal is to experiment and assess which community-driven initiatives generate the highest impact. As an exploratory phase, this initiative will test different strategies—including airdrops, ambassador programs, and Learn & Earn campaigns—to determine the most effective ways to grow and engage the PACT ecosystem.
By appointing a dedicated committee to oversee rewards, we ensure that:
✅ PACT incentives are distributed effectively to both early adopters and long-term contributors. ✅ Engagement in online communities (Discord, Telegram, X, etc.) is actively encouraged and rewarded. ✅ Strategic growth experiments (airdrop campaigns, Learn & Earn initiatives) are conducted transparently. ✅ Key learnings from this phase inform future governance decisions on community funding.
This committee does not control protocol-level governance but is empowered to deploy community rewards from the designated wallet to grow and engage the PACT ecosystem.
Committee Structure & Initial Members
The PACT Community Rewards Committee will be a three-member multi-sig requiring 2 out of 3 signers for any transaction.
The initial committee members are:

Each member will serve until they step down or are replaced via a future governance vote.

Use Cases for PACT Community Rewards
The initial rewards framework will focus on:
✅ Airdrops – Targeted token distributions to encourage adoption & participation. ✅ Ambassador programs – Rewarding active PACT advocates. ✅ Learn & Earn programs – Incentivizing users to complete educational content about PACT in exchange for rewards. ✅ Online community engagement & content creation – Incentivizing high-quality educational content, memes, and social engagement. ✅ Rewarding active contributors & moderators – Recognizing and incentivizing those who keep the PACT community active and thriving. ✅ Supporting strategic marketing initiatives – Funding collaborations, influencer partnerships, and ecosystem growth efforts.
The first community building and incentive campaign the committee plans to activate is the Learn & Earn program in Petra Wallet. This is an in-app, quiz-based module incentivizing users to learn about PACT and get rewarded for it with exposure to over 500K Petra Wallet users. This campaign aims to not only grow the PACT community and $PACT holders, but expand the mission and vision in the Aptos ecosystem and educate users on PACTs global digital credit.

Transparency & Reporting
To ensure transparency, the committee will provide: 📊 Monthly reports summarizing reward distributions and KPIs on community engagement (e.g. increases in online community membership, follower counts, impressions/reach, and engagement on social channels). 📢 Community updates on funded initiatives & impact. 🔗 On-chain transparency, with all transactions visible via the multi-sig wallet.
