Principle 1 Amendment

To add clarity to the first proposal we passed, primarily to refine the governance process but also to stipulate that IPFS-based files are now to be used instead of mutable Google Docs. We will revote to ratify these changes, and the doc included in the initial vote should now also be updated (the perks of it being changeable regardless of what happens on Snapshot! Also a bug, not a feature. Moving forward this changes!).
