Increasing Cake Staking Emission

Right now, majority of the cake stakers suffer big paper loss. This might not be a healthy sentiment for the community.

I would like to propose to increase temporarily the cake emission for cake stakers from 10 cakes to 12 cakes per block until the cake price is back on track.
