Proposal to compensate SYRUP buyers

We're proposing to compensate SyrupBar Token Buyers with CAKE token taken from Dev Fund.

A short refresh on the SYRUP incident: On 3 November 2020 10:15 PM SGT, SYRUP has been discontinued due to an issue discovered in the SYRUP token contract.

The incident caused the SYRUP buyers lose their money by buying the SYRUP tokens which turned out devalue as soon as the Chefs announced the SYRUP incident.

As this is caused by the smart contract error, we should compensate them.

Details as to the following:

1. Criteria to get compensation:

• Bought SYRUP at PancakeSwap
• At Block 1913468 ( Binance Smart Chain's Block), one's absolute boughten SYRUP must greater than 0 (Absolute boughten SYRUP = Total SYRUP someone bought - Total SYRUP someone sold - Total SYRUP someone transfer to other normal address(es))
• Never use the emergencyWithdraw function in the MasterChef contract to withdraw their staked CAKE before Block 1913469 ( Binance Smart Chain's Block)
• Participate in this vote

2. Total amount of CAKE to compensate:

• 500000 CAKE

3. Compensation ratio:

• If the total amount of CAKE to compensate is equal or more than the actual amount of CAKE to compensate, then for every absolute boughten SYRUP (valid at Block 19131468), 0.25 CAKE will be compensated. The rest of the CAKE will be burned
• If the total amount of CAKE to compensate is less than the actual amount of CAKE to compensate, then for every absolute boughten SYRUP (valid at Block 19131468), X CAKE will be compensated. X is equal to total amount of CAKE to compensate divide by actual amount of CAKE to compensate.

4. Source of compensation:

• Dev fund over the next few days (thus burning may decrease temporarily)

5. Time to compensate:

• 12 Dec 2020 22:15:00 GMT+0800

6. Procedors to compensate:

• After this proposal executed, the addresses of all the voters will be collect.
• Each voter will be identify either they are qualify to receive compensation or not based on the criteria stated above.
• The addresses of qualified SYRUP buyers will be make into a list.
• A new proposal will be submit again before 15 Dec 2020 to confirm qualified SYRUP buyers.
• After the proposal executed, dev will release compensation at the exact time of compensation to all qualified SYRUP buyers directly into their address that they used to buy SYRUP in the past.
