Add new IFO rules, Max cap per person

from previous experience on joining yieldwatch ifo and berry ifo i seen that the demand for ifo got exploded and unpredictable. Many people that joined ifo and commited LP token got dissapointed. So, i think the rules for ifo need to be improved.
