New Burn Mechanism

Today our daily net emissions are 750k CAKES.

The daily burn are around 580k/600k (last week was 4,204,363 for 7 days).

So, we have a inflantion of 150K daily.

Racional thinking people goes to PacakeSwap to earn CAKE with very high APY, not for 0,17% fee reward for LP.

I would like propose a new burn mechanism. Buyback and burn CAKE with this 0,17% fee reward collected. Maybe is not going to solve, but for sure is going to help.
