Limit Cake Voting power to 100

To facilitate a more equal and equitable decision making process that encompasses all community members, I propose that voting power is limited up to 100 cake per person. This still gives a range of voting power, while giving weight to the decisions of all investors and not allowing disproportional governance to those with heavy financial interest.
