1% Harvest fee converter to lottery tickets.

Every time farmers harvests cake, there should be a 1% fee, this fee should convert automatically to lottery tickets for the farmer, this will help with following:

1. lottery pool automatically will grow very big and will attract more people due to the big jackpots.
