Add incentivization rewards to the Lottery rewards pool

We are proposing to add incentivization rewards to the Lottery rewards pool.

We hope this will drive more participation into the Lottery and thus a higher rate of CAKE burn and reduced daily emissions!

To obtain these rewards, we are proposing to take a portion of the 30 CAKE emissions per block for LPs by adding an additional farm that directly receives CAKE. We will then inject all of the CAKE accumulated into the Lottery pool every 4 hours!

Please note - the 10 CAKE per block allocated to SYRUP holders will remain untouched.
