Put Lottery on hold to see if cake pricing recovers

The theory of some community members is that the Cake pricing started declining since the Lottery was introduced, as the winners have been dumping (selling their prizes right away). So suggesting we put this into a formal vote to see what will really happen if the lottery gets suspended or on hold for some time. We can start with a week and continue or stop upon pricing recovery or further decline.
