Add public IFO

Same as the IFO we have now, but allowing the public to set it up. So now we will have an official IFO controlled by pancakeswap and a public version that we can add.

For the public if risk is a concern then perhaps its hidden and a code must be used to view / access it. I know it comes with risks so make sure it's highlighted.
