Readjust Reward Rates for Core Farms

Readjust all Core Farms as follows:

0.5x Rewards if they don't offer any benefit to BSC and/or PancakeSwap (e.g. UNI, YFII, BCH, XRP, etc.)

1x Rewards if they actively benefit BSC and/or PancakeSwap (e.g. BUSD, XVS, etc.)

2x Rewards if they actively benefit BSC and/or PancakeSwap AND have an active Pool (e.g. TWT, BLK, VAI, etc.). [once the Pool ends, set Rewards to 1x]

40x Rewards for the CAKE-BNB Pool, as it's the core of PancakeSwap and needs to be lucrative for Liquidity Provider.
