Since in the majority of the lotteries there's no point to buy a ticket, because of the low pot, I'll say to add at the starting pot some cakes of the precedent one. Since bigger lotteries means bigger burns, I would take the cakes exactly from the burn ones like the following:
Option 1: Match all 4 numbers in the exact order = win 50% of the pot (or split the pot if more than 1 winner). Match 3 numbers in the exact order = win or split 20% of the pot. Match 2 numbers in the exact order = win or split 10% of the pot. Add 10% of the pot to the next Lottery. Burn the remaining 10% of the pot.
Also, since the lotteries will be presumably much bigger, we could also take a 10% from the first prize like the following: Option 2: Match all 4 numbers in the exact order = win 40% of the pot (or split the pot if more than 1 winner). Match 3 numbers in the exact order = win or split 20% of the pot. Match 2 numbers in the exact order = win or split 10% of the pot. Add 20% of the pot to the next Lottery. Burn the remaining 10% of the pot.
