Implement Community Proposal Rewards

Community members can come up with great idea's for PCS to implement. The proposal is to reward great proposals IF: Chefs approve the proposal and actually implement it on PCS. (ie. no rewards unless it gets implemented). This will encourage the community to submit great ideas for the benefit of everyone in the community.

The Rewards would be based on the positive impact they have on PCS. Vote for the amount of reward:

1. 2000 CAKE (small impact)
2. 6000 CAKE (medium impact)
3. 12000 CAKE (solid impact)
4. 24000 CAKE (game changing impact)

Community and Chefs would vote on the amount of reward to give the persons proposal with Chefs votes weighted at 50% and Community vote at 50%. The amount for the rewards could be modified the above is just an example.
